Basketball Rules Revisions???

After watching college basketball all year I'm confused about what I thought were the rules of basketball. See below.

Double Dribble - All year I have watched players grab a ball, sometimes fumble it a couple times, dribble once or twice, then grab it and start dribbling again. Forgive me but gosh dammit, back in the day that was Double Dribble! Have they changed the rule on that?

Traveling - Player catches ball and then takes at least two steps before pivoting. Isn't that walking? Player drives to basket and does the famous Euro-Step which sometimes includes 3 steps. Neither of these is ever called. Are my eyes just slow??

3 Seconds - When was the last time a 3 sec violation was called? DR referenced the Illinois center camping out in the lane.

Palming - I saw a U of SF player last night that was bringing the ball up do a 360 spin in the backcourt with the ball in his right hand and his hand went completely under the ball and he came around with the ball still in his right hand. They showed the replay and the announcers didn't say a word. I do understand that this move can be done legally and often is but there is no way that one was not palming the ball.

The NBA stopped calling these infractions during the Air Jordan Era and it filtered down the NCAA.
